Call me biased but in my honest opinion, Zambales has the best beaches. Photos here are from Candelaria, my "hometown".
I'm the type of person who really doesn't like crowds. I suppose that's one of the main reasons why I love my beach. When I go there, I am often, literally, the only person in the whole stretch. No tourists to make the place all messed up, or to bump into when you swim. The sand, though not white (as many people prefer but I personally find white sand a bit too grainy, with bits of shell and coral that hurt my feet), is finely grained and quite soft. The water is clean, clear with just the right temperature.
